There was a community dentistry staff in my college who had asked same question from Us when we were in final year of our BDS .

So , finally I would like to conclude that yes, we can do brush without toothpaste , but duration of brushing will be more, there will be more mechanical exertion of toothbrush without toothpaste .
But still we can manage to do π , if you want to just clean yours teeth, without any other additional benefits ( no fluoride, whitening , fresh breath from toothpaste Ingredients or others).
